Quick walkthroughs of invoicing, books, and compliance in eInvoicePH.

RR 11-2025, as amended by RR 26-2025

Is your business covered by the e-invoicing mandate?

Covered taxpayers must be issuing electronic invoices by:

31 December 2026

:

Who's covered

  • Large taxpayers
  • Exporters
  • Certain registered business enterprises
  • E-commerce sellers, other than Micro taxpayers
  • Anyone using a Computerized Accounting System, Computerized Books of Accounts, or other invoicing software

That last category is written broadly enough that it may reach ordinary invoicing software, and exemptions and transition rules still apply. Whether it covers you turns on your registration and classification — ask your accountant or your RDO.

What to do about it

1

Check if you're covered

Coverage turns on your registration and classification, not on this page. Ask your accountant or your RDO.

2

If you are, line up an EIS route

You'll need a BIR-accredited electronic invoicing provider for the structured data and transmission piece. eInvoicePH is not one — see below.

3

Either way, get your records in order now

Proper invoices, a serial series that behaves, and books that are already current — so whatever the mandate turns out to mean for you, you're not starting from zero.

To be exact about it: eInvoicePH produces traditional system-generated invoices carrying the information RR 11-2024 requires. It is not a BIR-accredited EIS provider and does not transmit invoices to the BIR's Electronic Invoicing System. If you are covered, step 3 above is in addition to step 2, not instead of it.

What you get

From the invoice you issue to the books and registration papers behind it, the work stays connected.

Invoices in the RR 11-2024 format

Sales and Service Invoices carrying the information required by RR 7-2024, as amended by RR 11-2024 — VAT and Non-VAT. Eligible Senior Citizen and PWD transactions are supported, with the applicable 20% discount, VAT treatment, buyer name and OSCA/PWD ID printed on the face.

Senior Citizen and PWD entitlement depends on the goods or services purchased and the identification presented by the customer.

A serial series that behaves

Running numbers with leading zeroes, from the range you declared. Voids are recorded and never reused. Reprints are marked as reprints so the original stays identifiable — exactly what RMO 9-2021 asks you to be able to show.

Your six Books of Accounts, written as you work

Sales Journal, Cash Receipts, Purchase Journal, Cash Disbursements, General Journal and General Ledger, built from the invoices and expenses you already entered. You never write them up twice. (Business plan.)

Three of the registration attachments, generated

Sample invoice print-outs, sample books, and the audit trail. The Sworn Statement with its System Description, your Form 2303 and the signed technical-requirements annex are yours to prepare. You file the checklist with your RDO and receive your Acknowledgement Certificate.

What “BIR-ready” honestly means

There is a lot of loose talk about compliance in this market. Here is exactly what eInvoicePH does and does not do, so you can check it against your own registration.

Your records, your business only

Isolated by account

Every business's data sits behind row-level security in the database, not just behind a screen that hides other people's rows.

Roles that mean something

Staff encode invoices. Your taxpayer profile and your serial series can only be changed by the owner or a manager, and that is checked on the server rather than in the browser. Every action is stamped with the name of whoever took it, from their sign-in rather than from the browser's word for it.

Encrypted in transit

HTTPS everywhere, hosted on Cloudflare's edge network.

Backups you control

Download your records as a JSON file whenever you want. Any table too large to export in one pass is flagged in the file itself. Your records are not hostage to your subscription.

We do not sell your business data, and we share it only with the providers needed to run the Service. See the Privacy Policy.

Questions people actually ask

Is eInvoicePH BIR-compliant?

It produces invoices carrying the information required by RR 7-2024, as amended by RR 11-2024, keeps the six Books of Accounts, and generates three of the RMO 9-2021 attachments — the sample invoices, the sample books and the audit trail. It is not a BIR-accredited EIS provider and does not transmit invoices to the BIR's Electronic Invoicing System. Registration is something you file as the taxpayer; we generate the documents you attach.

Can I use it if I'm Non-VAT?

Yes. Set your status once and every invoice, report and book follows it — a Non-VAT invoice shows no output VAT anywhere, including in your exports.

Do I need a Permit to Use?

Not for a system registered under RMO 9-2021. For a Computerized Accounting System, Computerized Books of Accounts or a covered component, the PTU was replaced by a simplified registration and an Acknowledgement Certificate. Different rules can still apply to POS, CRM and loose-leaf arrangements, so check what your setup is classified as.

How do I register my books?

Online through ORUS, within 30 days after the close of each taxable year — not at the RDO counter. We generate the books; you upload and register them.

Can I cancel anytime?

Yes, and you can download your records as a backup before you go.

What happens to my invoices if I stop paying?

Nothing is deleted. You lose access to the app until you renew; your data stays.

Can my accountant get in?

Yes, on Business or Firm. Starter is a single login for an owner working alone; Business adds team invites, so you can bring them in as a manager or as staff, with no limit on how many. If your bookkeeper is on the Firm plan, they can send you a code instead — you connect them to your workspace, and disconnect whenever you like. Either way the account and every record in it stays yours.

I'm a bookkeeper. How does the Firm plan work?

One ₱999 subscription covers up to five client businesses. You send each client a code; they sign up and redeem it, which keeps them the owner of their own workspace and you the one with access. You get a roster showing what is outstanding with each client and what is due next, a place to ask for documents, and a filing tracker that will not let you mark something filed without a confirmation number. Additional client businesses are ₱149/month. If a client leaves you, they keep everything and can take over their own subscription.

Is my data secure?

See the security section above — isolated per account by row-level security, with your taxpayer profile and serial series restricted on the server, and everything exportable by you at any time.
